The U.S. Department of Education National Center of Education Statistics (NCES) defines a dropout as a student who is enrolled in grades 7 thru 12 and:

  • does not return to public school the following Fall

  • is not expelled, but does not graduate or receive a General Educational Development (GED)

  • The longitudinal dropout rate is used to measure how many beginning ninth graders dropout before completing high School.

  • Graduation rate tells how many students graduated on time.
